Most pages covering earning apps in Pakistan skip this question entirely, or answer it with a vague line about checking local rules. It deserves a straight answer, because the legal position affects real decisions — whether to deposit, how much, and through which payment method.

The short answer

Gambling is illegal in Pakistan. This isn't ambiguous or a grey area at the level of the statute — it's the settled legal position, and it has been for a long time.

What is genuinely uncertain is how that law applies to any specific app, how it's enforced against individual players as opposed to operators, and whether a given platform has been formally designated. Those are different questions from “is gambling legal,” and conflating them is where most of the confusion online comes from.

The laws involved

Several pieces of legislation are relevant:

• The Prevention of Gambling Act, 1977 is the principal law prohibiting gambling across Pakistan. It criminalises both operating and participating in gambling activity, with penalties including fines and imprisonment, and defines gambling broadly to cover games of chance and betting involving money or valuables.
• The Public Gambling Act, 1867 is the older colonial-era statute that remains part of the framework.
• Section 294A of the Pakistan Penal Code criminalises the keeping of lottery offices and related activity.
• The Prevention of Electronic Crimes Act (PECA), 2016 has become most relevant to online platforms. Enforcement has shifted from physical raids toward digital enforcement, and hosting or operating gambling platforms online is treated under the cybercrime framework rather than only as a traditional gaming-house offence.

There are narrow exceptions — tote betting on horse racing was permitted under specific conditions, and certain state-run lotteries have been regulated separately at provincial level. Neither exception covers online casino-style apps.

Notably, there is no licensing authority for commercial gambling operators in Pakistan, because there is no legal category of licensed operator to regulate. Any app claiming to be “licensed in Pakistan” is making a claim that doesn't correspond to anything that exists.

Enforcement in practice

Two bodies do most of the visible work here.

The Pakistan Telecommunication Authority (PTA) blocks access to gambling websites and apps. In 2025 the Cabinet Division told the National Assembly that 184 gambling-related sites and apps had been blocked, while clarifying that prosecuting individuals falls outside PTA's remit.

The National Cyber Crime Investigation Agency (NCCIA) issues formal determinations. In August 2025 it declared 46 mobile applications illegal and forwarded the list to PTA for nationwide blocking. That list included widely known betting and casino platforms, and — worth noting for anyone playing crash-style mini games — Aviator and Chicken Road were named on it. Officials indicated action would also be considered against developers and promoters of the listed platforms.

So the enforcement pattern is: platforms get blocked, designations get published, and payment channels get scrutinised. Prosecution of individual small-scale players appears to be rare in practice, but “rarely prosecuted” is not the same as “legal,” and it isn't a defence.

What this means for you as a player

A few practical implications follow from the above, independent of any moral view of gambling.

Access can disappear without warning. A blocked domain or app means an account you can't reach — potentially with a balance in it. This is the single most common way people lose money on these platforms, and it has nothing to do with whether the operator is honest.

Payment channels carry their own risk. Gambling-related transfers through mobile wallets and bank accounts have drawn regulatory attention, and accounts have been flagged or frozen. Your bank or wallet provider applies its own terms of service on top of the law, and those terms typically prohibit gambling transactions regardless of what the criminal law says.

You have no consumer recourse. If an operator refuses a withdrawal, there is no Pakistani regulator to complain to, because the activity has no regulatory framework. You cannot go to a court to enforce a contract arising from an illegal activity. This is the part most players underestimate: the legal position doesn't just create risk of enforcement against you, it removes any protection for you.

Offshore licensing doesn't change your position. Many platforms hold licences from offshore jurisdictions. Those licences govern the operator in that jurisdiction. They have no effect on Pakistani law and confer nothing on you as a Pakistani player.

• Whether the app or its domain is currently accessible without a VPN. Blocked access is a strong practical signal.

• Whether the app's game catalogue includes titles that have been named in designations. If a platform hosts games already listed, the designation of those games is relevant context even if the platform itself isn't separately named.

Designation lists get updated. Something absent from a list today may appear on a later one.

On VPNs

VPN use to reach blocked platforms comes up constantly in this context. Two things are worth being clear about: a VPN changes what you can access, not whether the underlying activity is lawful, and using one to reach a blocked gambling platform doesn't convert an illegal activity into a legal one. It's a technical workaround to a network block, not a legal position.

Why we're covering this at all

An honest answer is more useful than a reassuring one.
